help me id this movie

[Dry then Catch]

i saw it in scotland its an american movie.

i thought it was an Outer LImits or New Twilight Zone not a full feature.

i didn't recall much like the names of the main characters or anything unfortuantely.

1999.

it took place in 1989 on this small New England like island.  It was isolated from a snow storm.
a man (who was some sort of super creature) appeared and made teh children sleep and knew all the islanders dark secrets.

on the constable (main character) was sort of morally right and the godlike creature didn't bother him as much.

eventually he gathers them together and says he is an ancient creature but not immortal and is dying.
he wants to take one of the children as his own to raise, or else they will all die....

sound familiar?
