How come on certain applications an ampersand shows up as &amp instead of just the &?
Underneath this flabby exterior is an enormous lack of character.

"&" is the HTML entity to create an ampersand, though just "&" is acceptable in most cases.  Maybe someone accidentally left out the semicolon, or some application isn't handling things right.
